　英国人外交官、チベット学者。
1908年シッキム藩王国の政務官となり、ブータンやチベットにも影響力を持ちました。1910年、亡命中のダライ・ラマ13世と会見し、以後数度にわたりチベットを訪問。後に伝記を執筆。
