Fourth Edition from 1740. Bound in contemporary full leather, rebacked. The book is a large duodecimo in size. It contains a bookplate from the 'Society of Writers to His Majesty's Signet' and a small ownership signature on the front paste-down. Additionally, there is a small library stamp on the title page. The upper part of the hinge joint on the rear board is cracked for about 3cm, but the board is firmly attached. The hinge paper of front and rear slightly cracked but holding well.There is moderate toning to the interior, but all text remains legible.

イングランドの弁護士で下院議員であったジョン・セルデンが、初めて明確にグロティウスの名前を挙げて、その主著である「自由海論」を批判したした書籍です。ラテン語版『自由海論』第2版が出版された1618年、セルデンはこれに反論してイギリスの北海領有権を主張した『封鎖海論』を執筆して時の君主ジェームズ一世に献上しました。しかし、北海の対岸にあるデンマーク国王から負債を負っていた君主はデンマークへの配慮から出版を止めました。しかし、その後もオランダとの紛争は続き、イギリス側の理論的武器としてようやく1635年に完成し出版されました。なお翌年には第二版が刊行されました。
グロティウスの「自由海論」が現代の公海に関する制度の起源と言われていますが、対してセルデンの「封鎖海論」は領海や排他的経済水域の制度の起源と言われています。

Page edges plain.Front pastedown contains a 'John Medows Rodwell' bookplate withe a copperplate signature underneath.New free endpapers.Pages are foxed and tanned.Hinges and binding are in good condition(repaired). 29 engraved illustrations on full page plates.One of the plates has damage with loss to the image at the middle base.Text is bright and clear.Overall a nice volume albeit worn with age.Scarce volume.One recorded at the British Library and one at the Alexander Turnbull Library.

ヴィルヘルム・フォン・フンボルトはプロイセン出身の言語学者にして外交官、ナポレオン戦争敗北後のプロイセン改革期に新人文主義に基づいた教育改革を推進した人物でした。弟であり自然学・博物学で著名なアレキサンダー・フォン・フンボルトと共に当時のドイツ語圏を代表する知識人で、創設に関わったベルリン・フンボルト大学にその名をとどめています（創設当初はベルリン・フリードリヒ・ヴィルヘルム大学）。
ヴィルヘルムの二番目の政治著作であった『国家活動の限界を規定せんとする試論的考察』(Ideen zu einem Versuch, die Grentzen der Wirksamkeit des Staats zu bestimmen)は、彼が25歳であった1792年に既に完成していました。しかし、プロイセン改革以前の政治状況故の検閲で自由主義思想を謳う本作は出版できず、友人であったフリードリヒ・シラーの手により「ベルリン月報」や「ターリア」といったいくつかの雑誌を通して部分的にのみ知られていただけでした。全容が明らかになるのは彼の死後16年経った1851年でした。
出版後にドイツ語圏で評判を博しただけでなく、1854年には本書である英訳版が刊行され、フランス語版も1866年と1867年に合計二種類刊行されました。とりわけこの1854年の英訳版は、英国の政治思想家であったJ. S. ミルに大きな影響を与え、彼の主要著作である『自由論』の中で、政治的自由を獲得する根拠として本書を多く引用したことで知られています。
