本アルバムは鉄道省・国際観光局局長であり、日本の「観光事業の父」と呼ばれた田誠によって編集された、1934年第15回赤十字国際会議の海外代表団に対して配布された豪華装丁アルバムです。第15回赤十字国際大会は当時の日本赤十字社社長であった徳川家達が東京での開催のために海外へ協力を求めて実現した、アジア地域で初めての国際組織による会議といわれています。掲載されている写真は、このアジア初の国際会議の報告というよりは、日本各地の観光地、自然風景、風俗、伝統行事、産業が前面に押し出されており、錦織和装丁の豪華さも相まって、日本がいかなる国かを対外的にアピールしようという意欲にあふれた内容になっています。第15回赤十字国際会議が招致・開催された当時の日本は、満州事変や国際連盟からの脱退に代表されるように、国際政治から孤立を深めていった時期でした。このような時期であったからこそ、国際組織の人道的な分野では世界とのつながりを深め、日本の実態を知ってもらうという意志表明として、東京での国際会議招致と本アルバムの発行をおこなったものと思われます。
